To hide this link from all but those users with full control over a WSS site, open the site master page in SharePoint Designer and find the SPSecurityTrimmedControl element that contains a div with class ms-quicklaunchheader. The quickest route to this is to view the page in split view, and click on the "View All Site Content" link in the design pane.
The PermissionsString attribute of the SPSecurityTrimmedControl element determines what users can view this content. Change the value of this attribute to ManageWeb and only those users with rights to perform all admin tasks on the site will then be able to see the link on all pages in the site.

Hi,
It is not helping me out. I have changed the Permission String setting as you suggested. It still shows the View All Site Content Link
A couple of ideas for you:
- Have you checked in and approved the master page (if using MOSS)?
- Have you logged in as a different user?
- Try applying other permissions strings as a test.

Awesome solution, but by doing so, you are customising/unghosting the master page. Hence, a copy of the master page will be stored in the content database.
Yup, but that's the price I needed to pay in this instance for a pragmatic solution - and the number of simultaneous users at this client site was low, so the subsequent performance hit wasn't going to be too much of an issue.
